The artist who did the mural - Rabi - painted the quote.  Someone else threw the red paint splash on first a bit ago and this was Rabi's next move...his comment was about the shifting nature or life and how change is the only thing you can't change.  Cool.  What I have always loved about street art is the transient presence it has - one day I see something and the next day there is something else there.  Nothing lasts forever, so enjoy it while you can.
